Networking of the governmental crisis management and emergency services organizations enabled using Intergraph Planning & Response
HUNTSVILLE, Ala., Aug. 23, 2011 — (PRNewswire) — The Office of the Federal State Government of Styria/Austria, Division 20 – Disaster Control and National Defense, has commissioned Intergraph Austria to provide and implement a command information system for all public safety and security agencies in the federal state of Styria. The objective is to network all areas of governmental crisis management as well as rescue organizations involved in regional disaster control within one command information system for major events and disaster situations. This command information system is to support the fast and secure management of emergencies, crises, and training cases. Various institutions, aid organizations and rescue services in the state of Styria will need to be integrated. In the first stage, this includes the state's Warning and Alarm Center, the Red Cross and the command headquarters of the State Police as well as district administrative authorities and mountain rescue. The users of the command information system will comprise staff members of these organizations from all hierarchical levels.
The solution will be based on Intergraph Planning & Response, a modular emergency operation center information system for command staff organizations offering, among other features, database-controlled access to all data relevant to the decision-making process in terms of major events and disasters.
Within a Europe-wide request for proposal Intergraph has achieved best results. "Intergraph's statewide license first gives us the opportunity to establish real-time communication between all rescue organizations without any system discontinuity. The web-based approach helps us to integrate third parties including decentralized organizations on a case-by-case basis, all within the framework of overall rights management," explains Gunther Hohenberger, Project Manager and Head of the Styrian Warning and Alarm Centre. Intergraph Planning & Response complies with Austrian standards for state crisis and disaster control management (Staatliches Krisen- und Katastrophenschutzmanagement, SKKM). Major elements of the solution include comprehensive disaster control, the set-up of situation-specific and dynamic organizations, the sharing of information and tasks between all the parties involved as well as resource management, all with tight integration of a map display. To reach this objective, the WebGIS component Intergraph GeoMedia Smart Client, which has already been adopted by some 100 municipalities in Styria, is being used. To this end, the various modular components are to be integrated using a central access portal. The solution can be applied offline, thereby allowing the system to still be used in the event of a network outage. The adjustment of interfaces and application processes is controlled by a workflow component so that any adjustment or system upgrade can be implemented at short notice and low cost.
