TCS Expands Relationship With Cricket Communications to Provide Life-Saving E9-1-1 Services

ANNAPOLIS, MD -- (MARKET WIRE) -- Feb 02, 2009 -- TeleCommunication Systems, Inc. (TCS) (NASDAQ: TSYS), a leading provider of mission-critical wireless communications, today announced a multi-year contract agreement with Cricket Communications under which TCS will provide its comprehensive suite of E9-1-1 Services to Cricket's growing footprint and customer base throughout the United States, including an Hosted Mobile Positioning Center (MPC) and Hosted Position Determining Entity (HPDE). The two companies have maintained a strategic partnership since 2001.

Key to this agreement with Cricket is the proven E9-1-1 technology solutions that TCS offers. TCS has provided its CDMA-based E9-1-1 solution longer than any other vendor in the industry. Further, TCS is the only provider of Voice-over-IP and Wireless E9-1-1 that operates a TL9000 certified Network Operations Center (NOC), emphasizing its commitment to customer satisfaction, continuous improvement and performance accountability. Today, TCS provides E9-1-1 service to more than 100 million subscribers in the United States for more than 35 wireless carriers and handles more than 150,000 life-saving calls daily.

TCS' E9-1-1 solution enables wireless operators to comply with Phase I and Phase II of the FCC's Wireless E9-1-1 mandate, while providing the life-saving emergency services and security that wireless consumers expect. Using the efficient, open architecture of TCS' award-winning Xypoint® Location Platform, TCS enables wireless operators to properly route wireless E9-1-1 calls to over 6500 Public Safety Answering Points (PSAPs) across the nation and then delivers the wireless E9-1-1 call location information to the appropriate PSAP. In addition to its proprietary technology platform, TCS provides operators with end-to-end support for all aspects of deployment, including switch integration, database management, Geographic Information Services (GIS), E9-1-1 compliance expertise, support services to PSAPs and cost-recovery assistance.

"A significant aspect of this agreement is that Cricket continues to have the confidence and trust in TCS to provide vital E9-1-1 services to both existing as well as new markets," said Dan Allen, Senior Vice President, Service Bureau for TCS. "The agreement with Cricket is an excellent example of the long-term relationships that TCS strives to maintain and we applaud their success as they continue their market expansions."
