Maui County, Hawaii, Selects EnerGov Planning, Regulatory and Maintenance Platform from Tyler Technologies

EnerGov to automate and streamline processes, provide mobile capabilities and citizen self-service

PLANO, Texas — (BUSINESS WIRE) — August 18, 2015 — Tyler Technologies, Inc. (NYSE: TYL) has signed an agreement with Maui County, Hawaii, for Tyler’s EnerGovTM planning, regulatory and maintenance platform. The agreement includes software licenses, implementation, project management and support.

EnerGov will become an integral part of the Maui Automated Planning and Permitting System (MAPPS) project, replacing a legacy solution that is no longer modern enough to meet the county’s objectives, which include improving productivity and efficiencies within and across departments, centralizing operations and enhancing customer experience.

The county chose Tyler and EnerGov for several reasons, including the company’s public sector experience and EnerGov’s long track record of successfully implementing its platform in municipalities that are similar in size and complexity to Maui County.

EnerGov will help Maui County centralize its geospatial data by developing a countywide GIS data repository to support county land management and other processes. As part of the project, EnerGov will team with long-time partner Esri®, whose industry-leading geographic information system ( GIS) platform is infused into EnerGov.

“Maui County is now poised as a model county for those governments seeking to be a smart community. Esri, which is the leading geographic information systems provider and longtime partner of Tyler Technologies, is pleased to be part of a project that will improve the overall efficiency and productivity of Maui’s land management and permitting processes,” said Esri Director of Government Markets Christopher Thomas.

As a modern permitting and land management platform, EnerGov will help the county automate permit submission, processing and workflows, as well as provide electronic plan reviews. As part of the MAPPS project, EnerGov will also deliver citizen self-service, reduce manual data entry, and give county staff mobile capabilities so they can work from the field.

“The MAPPS project exemplifies what Maui County is all about, which is smartly and efficiently managing our resources, and by adding modern and integrated technology like EnerGov we’re being true to the spirit of Maui and its residents,” said Maui County Managing Director Keith Regan. “EnerGov will not only help the county streamline its permitting and planning, but the system will also make things easier on our residents who no longer need to come to the county office for their building permits because with EnerGov they can see them online. That saves our customers the time and expense of driving to the county offices.”

EnerGov will help Maui County deliver on its overall efficiency and service objectives, while also meeting its primary technology goal of designing and implementing a centralized GIS solution to integrate the use of geospatial data and infrastructure with the permitting and planning system. The county will also benefit from Tyler’s evergreen perpetual licensing approach that provides regular and significant, yet manageable, software enhancements without an additional relicensing fee, ensuring all systems are using the latest technology.

“We look forward to EnerGov playing a central role to the county’s MAPPS project and helping the county create a great customer experience while working more efficiently enterprisewide,” said Brett Cate, president of Tyler’s Local Government Division. “As a flagship Tyler product, EnerGov gives the county significant long-term sustainability and financial stability, and with our evergreen philosophy, EnerGov delivers a very strong ROI for the county and its taxpayers.”

Maui County is unique due to its large percentage of rental vacation homes and the tourism industry, which combine to make real estate a primary driver of revenue and commerce. With more than 160,000 residents, Maui County consists of the islands of Maui, Lanai, Kahoolawe, Molokini and part of Molokai. The county is included in the Kahului-Wailuku-Lahaina statistical area, with Wailuku serving as the county seat. The visitor industry is Maui County’s leading economic sector, with approximately 80 percent of every dollar generated directly or indirectly by this critical industry. The county also uses Tyler’s iasWorld® appraisal and tax software.
