More Oregon Agencies Move toward e-Government With Accela Automation

SAN RAMON, CA -- (MARKET WIRE) -- Nov 10, 2011 -- Two local Oregon governments have joined the growing roster of Oregon agencies moving to enterprise software from Accela, Inc., the leading provider of cloud- and web-based software for e-government. The City of Corvallis is upgrading to the company's flagship Accela Automation® product from Accela's non-web Tidemark™ software, and Clackamas County recently decided to upgrade to Accela Automation from Accela's Permits Plus™ software. Other state and local agencies -- including Springfield, Tigard, and the State of Oregon's Building Codes Bureau -- have already deployed Accela Automation to streamline a range of functions associated with land development and management issues.

Corvallis, a growing Willamette Valley community of nearly 55,000, will deploy Accela Automation in its departments of Community Development, Fire, and Public Works to enable seamless sharing of information between teams, as well as between back-office and mobile workers. Accela Automation will equip the city to track permit and license applications and fees, and automatically route applications to appropriate personnel in various departments for follow-up on issues such as compliance with zoning, fire, or safety codes. The software's mobility and GIS mapping capabilities will allow office- and field-based teams to access, update and share key data in real-time -- boosting accuracy and eliminating time-consuming trips to the office for data entry. Meanwhile, businesses and residents will be able apply, pay for, and track their permits and licenses online from their home, office or mobile devices.

Clackamas County, home to a population of 380,000 surrounding Portland, is also moving to Accela Automation as the basis for a single system that can be used across various departments, including: Building, Planning, Engineering, Code Compliance and Soils. Like Corvallis, Clackamas County is moving to the next generation of Accela's mobility and public portal applications (Accela Mobile Office ™ and Accela Citizen Access ™). The county also intends to incorporate geographic information systems capabilities via Accela GIS™ software. Clackamas County is one of more than 35 jurisdictions connected to the State of Oregon's Accela Automation-powered building e-permits portal.

Both the Corvallis and Clackamas systems are targeted for deployment in the fall of 2012.

In addition to its local deployments in Oregon, Accela Automation serves as the engine behind BuildingPermits.Oregon.gov, the nation's first statewide, electronic building permits system. Administered by the Oregon Department of Consumer and Business Services' (DCBS) Building Codes Division, the site serves as a "one-stop shop" for building department permits and services from multiple cities and counties across the state -- enabling construction projects to move more quickly and efficiently, and contractors to save time and money. Online permits are available from 34 jurisdictions, covering nearly 60 percent of Oregon's population, and more than 95,000 permit applications have been processed since the site's launch.

Software for a Range of Government Tasks

Accela Citizen Access is also compliant with Section 508 of the Rehabilitation Act and has been enhanced to fully support the use of assistive technologies, enabling public users with sight impairments to benefit from 24/7 access.

  • Accela Mobile Office provides field-based government workers with the access to the same data, case histories, and maps as back-office staff -- eliminating the need for pen-and-paper recording or multiple office visits for data entry. Information can be modified in real-time from the field or synchronized later if wireless connectivity is lacking.

  • Accela GIS offers office and field-based teams advanced mapping capability in a rich user interface, allowing users to access and share data from agency or Bing maps. Accela GIS supports Esri's ArcGIS Server and integrates with an agency's existing GIS systems to provide a geographic view of all land-use, zoning, and infrastructure information associated with a parcel, permit, inspection or plan.
